No. EbikeCertification.com is a free, not-for-profit public safety initiative. This platform is not affiliated with or endorsed by the State of California, the DMV, or any government agency. Our certification demonstrates that a rider has completed a comprehensive safety course covering California Ebike laws, road rules, and hazard awareness.

California law requires riders under 18 to wear a helmet when operating a Class 1, 2, or 3 Ebike. While the state does not mandate a certification, our program provides structured safety training so young riders understand the rules of the road, their legal responsibilities, and how to ride safely.

The course has four modules: Before You Ride, Rules of the Road, Hazard Awareness, and Security and Care. Together they cover California Ebike laws and classifications, road signs and traffic signals, spotting and avoiding hazards, right-of-way rules, emergency procedures, and safety equipment.

Most riders finish the course in about 90 minutes. It's entirely self-paced, so you can take breaks and pick up where you left off.

The exam has two parts. First you match 18 road signs to their meanings, and every sign has to be matched correctly before you can continue. Then you answer 40 multiple-choice questions and need 80%, which is at least 32 correct, to pass.

You can take the exam up to 5 times. After an attempt that doesn't pass, there is a 30-minute wait before you can try again, which gives you time to review the modules your results point you to.

Each certificate includes a unique QR code. Anyone can scan it with a phone camera to see whether the certificate is valid, along with the rider's first name, last initial, birth year and certificate number. The rider's full name is not shown. No app or login is required.

Yes. We are fully COPPA compliant. We do not serve ads, do not use tracking pixels, and never sell or share personal data with third parties. Users under 13 require verified parental consent before they can create an account.

Yes. Send a request to support@ebikecertification.com and we will delete your account and all associated data within 5 business days.

Yes. Schools can scan a student's QR code to confirm the certificate is real and matches the student, using the first name, last initial and birth year it shows. If you're a school administrator with questions, reach us through the contact page.

The course is written for riders under 18. Riders 13 and older can create their own account. Riders under 13 need a parent or guardian to approve their account, or a parent can create a parent account and add them.

Class 1 Ebikes have pedal assist only, up to 20 mph. Class 2 Ebikes add a throttle and also top out at 20 mph. Class 3 Ebikes have pedal assist up to 28 mph. In California, riders must be at least 16 to operate a Class 3, and every Class 3 rider must wear a helmet (CVC § 21213).
